The most common reason budget burns is not the wrong audience, it is the page behind the ad. Buying a click for eighty cents and sending it to a home page where the visitor still has to go looking means paying for bounces. So I look at where people land first, and at the account second.
The second point is reporting. A report full of impressions and click through rates tells a managing director nothing. Three numbers matter: how many enquiries came in, what one cost, and whether that works at your order value. Those are the ones in my report.
