From Fajardo on the eastern tip, Culebra and Vieques are barely an hour away, and those two islands are emptier than anything further east. For a charter company that is the argument: the same bays as the Virgin Islands, without twenty other boats sitting in the frame.
Puerto Rico is United States territory, so American air law applies, with a licence and clearance. Over San Juan the airport makes the airspace tight; over the east coast there is hardly a restriction. The old city wall of San Juan seen from the water is still the one motif worth the paperwork.
