St Thomas is United States territory, and the drone notices first: American air law applies, with a licence and clearance rather than the European framework. For an owner moving between islands that means St Thomas needs different paperwork from Tortola, forty minutes away.
Charlotte Amalie has cruise ships in almost every day, and they stand in any frame facing the town. The usable hours are therefore early, before they tie up. After that the work moves out anyway: towards St John the water clears, and those bays are what the guests came for.
