St Thomas is US territory, so American aviation rules apply, with the licence and the clearances that go with them. For an owner cruising the chain that matters: what was legal in Tortola in the morning follows a different regime by the afternoon, forty minutes west.
Charlotte Amalie has cruise ships in most days and an airport right behind the harbour, which leaves the eastern end of the island and the water towards St John as the practical area. That is where the colour is anyway.
