Over Berlin, flying a drone is not slightly restricted but fundamentally so: the airport, the government quarter, federal waterways and dense housing all overlap. Taking off without clearance here is an offence, and it is pursued. Every flight is therefore applied for individually and limited to one area and one time window.
On the edge of the city it is different. Over the Havel west of Spandau and over Müggelsee a good deal is possible by arrangement, and that is where the boats are anyway. For a dealer video that is the workable answer: aerials on the edge, city backdrop from the water.
