Capodichino sits inside the city, and the airspace over Naples is tight as a result. Out on the gulf, once you are clear of the shoreline, there is room. That is why the flying here happens from the water rather than the quay: launch from the tender, stay low, and be back before the traffic builds.
Capri and Ischia have their own zones and rules, and in high season there are already enough cameras over those bays. The useful window is the first hour of light, when the sea is flat and Vesuvius is still backlit. That is the only time the frame everyone recognises actually comes together.
