Princess Juliana is famous for the approach across Maho Beach, and aircraft cross the shoreline lower there than almost anywhere in the world. The whole western end of the island is therefore off limits, and that is simply a fact to plan around rather than argue with.
The island also carries two jurisdictions. What is cleared on the Dutch side is not automatically cleared on the French side a few hundred metres away, so a flight plan for Sint Maarten states which half of the island it covers. Over Simpson Bay Lagoon the useful work is early, before the first bridge opening stirs the water.
