You cannot fly over the centre, and that is fine

Anyone arriving in Venice expecting to film St Mark's Square from above goes home with nothing. The historic centre is closed to drones and it is enforced. That does not take the city out of the picture: from the Lido and the open lagoon the Venice skyline stays in the background while the boat sits in the foreground, in airspace where flying is allowed.

The rest is timing and wind. At dawn the lagoon is a mirror and the aircraft holds steady; by mid morning the water is churned by traffic and the sea breeze fills in from the east. Clearances for the permitted zones are applied for before the trip, not on the day.
