Monaco is tiny, dense and strictly regulated, and flying a drone there is a matter of authorisation rather than habit. During the Yacht Show the question barely arises: everyone asks and almost nobody is cleared. What does work is launching by hand from the deck, outside the closed zones.
The real answer is geographic. Cap-d'Ail and Èze to the west, Beaulieu to the east: a few minutes of running puts you outside the zone with the Rock still in the background. The boat is then moving, which beats a static shot over a crowded basin in any case.
