Italy gives a drone the best coastline in Europe and some of the tightest restrictions to go with it. Protected areas, harbours under port authority control and a lot of heritage sites where flying is simply not allowed. Knowing which of those applies to the bay you are looking at saves an entire day.
For yards there is a second point. Filming a hull in the shed or a launch from above is not a tourism shot, it is documentation, and it has to be legible: the shape of the hull, the size of the shed, the crane in frame for scale. That needs a plan, not a drone circling until the battery runs out.
